Billy Mitchell

Billy Mitchell is a team leader on the Lubbock Police Department Hostage Negotiator Team. He has been a hostage negotiator since 2012. Since then he has successfully negotiated several incidents involving persons in crisis, suicidal subjects, and felony apprehensions. He is currently an on-call team leader responsible for command level decision making during callouts. Billy has been a member of TAHN with 500 hours of training experience and has competed in multiple national negotiator competitions. Billy’s specialties with the field are neuro-linguistic programming (NLP), veteran interactions, and kidnap and ransom protocol.

 

Billy is also the lead human trafficking detective for the Lubbock Police Department Special Operations Unit. He has been in this assignment since 2015 where he has investigated, rescued, and apprehended several people involved in human trafficking, organized crime, and other related criminal enterprises.

 

Billy began his law enforcement career in 2007 with the Houston Police Department before moving to Lubbock Texas. Prior to law enforcement he was involved in nuclear weapon recapture/recovery security.

 

Billy honorably served in the United States Marine Corps raising to the rank of Sergeant
