Tactical Street Enforcement

Description

More control in the beginning of a police-citizen investigative encounter often results in less force used at the end. This class will break down case studies, research, criminal case law, suspect mindset, and law enforcement officer performance habits; that allow current law enforcement officers to still be proactive, while still maintaining trust and legitimacy to the citizens they protect and serve every day. The space given to a suspect, the words used by the officer, or the lack of control techniques can trigger the suspect into a panicked mindset, which can result in a high liability use of force incident. This course will provide techniques and considerations for the officer to use in these investigative encounters that decrease the level of force used, until the officer confirms or dispels their suspicion the subject is involved in criminal activity.

Course Objectives:

  • Officer positioning and movement during investigative encounters. 
  • Reaction time and suspect observations. 
  • Search and Seizure Case Law that allows for control. 
  • Getting occupants out of the vehicle. 
  • Communication between the Contact and Cover officer.
  • Tactics during 911 calls for service and consensual encounters. 
  • Information known or obtained prior to contact.

 

1st Hour: 

    1.  Officer Positioning and Movement during a Traffic Stopa. 

             a.  Officer vulnerabilities

             b.  Suspect behavior and mindset

             c.  Time studies on reaction times 

    2.  Panic Button Statements

    3.  Search and Seizure Case Law that allows for control.

              a.  Investigative Detention with handcuffs

              b.  Lawful command to order the driver and passenger out of the                         vehicle.

              c.  Terry Pat downs and warrantless search of a person

 

2nd Hour: 

         7.  Traffic Stop Tactics and Procedure

                    a.  Distance to cover or subject control impacts the threat level.

                    b.  Getting occupants out of the vehicle

                    c.  Placement of occupants to perform pat downs and                                             handcuffing.

                    d.  Searching suspects while controlling other subjects in the                                 vehicle. 

                    e.  Communication between the Contact and Cover officer                                     impacts subject control.

                    f.  Maintaining attention on suspects in the back of a patrol                                  vehicle.

         5.  Tactics during 911 calls for service and consensual encounters

                    a.  Subject behavior cues

                    b.  Officer body position

                    c.  Information known or obtained prior to contact.

 

 

 

 

 

Prerequisites

This class is intended for sworn law enforcement officers, and/or, prosecuting attorneys/district attorneys (Federal and State).
